該片采用黑白畫面拍攝。講述2020年五一勞動(dòng)節(jié)慶活動(dòng)期間，一所中學(xué)的禮堂正舉行由政黨舉辦的蛇齋餅糭活動(dòng)。與此同時(shí)，樓上課室有多名政界高層與警隊(duì)，計(jì)劃射傷兩位議員以制造混亂，激起港人恐懼，從而加速中央實(shí)施“國安法”。兩名黑社會“炒散”獲分配“任務(wù)”，眼見可觀酬勞，決定孤注一擲執(zhí)行任務(wù)，卻沒想到最后被警方槍殺。而“國安法”最后亦成功通過。
