1995年，緝毒警林強峰（段奕宏 飾）為了追查毒品的線索調(diào)到了西港緝毒支隊工作。走私商劉少華（秦昊 飾）因偶然的機會接觸到了冰毒，毒品帶來的巨大利潤讓他產(chǎn)生邪念，成為了一名制毒師。在林強峰等緝毒警的全力追查下，西港市的涉案的毒販們一一落網(wǎng)，只剩劉少華在別處鼠竄，企圖躲避警方追捕。
1996年，林強峰再次查沒了企圖東山再起的劉少華的毒品，走投無路的劉少華只能蟄伏了起來，之后劉少華企圖再次制毒，被林強峰發(fā)現(xiàn)蹤跡。1999年，劉少華終于落網(wǎng)。
